News / PROPEL launched: predictable development and production for high-tech in northern Netherlands

On Wednesday, September 3, 2025, the Innovatiecluster Drachten (ICD) kicked off the PROPEL - Predictive Operations and Planning for Enhanced Lifecycle program at the SKILL Building. With eight ICD companies, we are working towards greater predictability in the design and production of new and existing high-tech products.

Why PROPEL?

High-tech development requires speed, quality and a grip on risk. PROPEL connects data, models and operations so teams can predict earlier what is working, where things are failing and how to adjust faster. That delivers shorter lead times, reduced failure costs and a more stable production lifecycle on.

Four work packages

The joint activities are bundled into four clear tracks:

  • Data Foundation - reliable data as a basis for decision-making.
  • Digital Twin Foundation - digital representations of systems and processes.
  • Predictive Development - Predictive design and testing in R&D.
  • Predictive Operations - predictable factory production and maintenance.

Lots of energy at the Project Start-Up

During the PSU, participants exchanged good examples and sharpened ambitions and activities. Each participant presented their plan for the first phase:

  • activities and objectives,
  • intended deliverables after approximately one year,
  • recalibration/budget,
  • opportunities for cooperation within the cluster.

We also made working agreements for a smooth implementation: time registration, information management (including SharePoint/reports), and - where necessary - the agreements around a consortium agreement. We also discussed governance and project management, including leaders per work package, consultation frequency (steering and working) and the planning of dissemination of results.

KIEM as starting signal, on to SNN Region

With the decision for the KIEM budget upcoming, the ICD-internal first phase has started. In parallel, we are preparing a follow-up phase (SNN-Region). In it we will determine:

  • Which partners we invite and with which competencies,
  • planning and approach for submission,
  • division of writing and responsibilities.

What does it provide?

  • Faster from concept to production.
  • Better predictable quality and turnaround time.
  • Reusable data and model building blocks for R&D and Operations.
  • A stronger Northern Netherlands ecosystem around predictive high-tech.
